Abstract Advances In Digital Government presents a collection of in-depth articles that addresses a representative cross-section of the matrix of issues involved in implementing digital government systems. These articles constitute a survey of both the technical and policy dimensions related to the design, planning and deployment of digital government systems. The research and development projects within the technical dimension represent a wide range of governmental functions, including the provisioning of health and human services, management of energy information, multi-agency integration, and criminal justice applications. An Exploratory Study of Electronic Government and State Portals in Mexico

Abstract Many governments have embraced the information revolution by developing information and communication technologies (ICTs) to improve services to citizens. In Mexico, the number of government Web sites has increased from none in 1994 to about 2,800 in 2005. However, there is relatively little research about Mexican government portals. This chapter preliminarily evaluates the quality and functionality of four state government portals in Mexico. It also analyzes their evolution from 2002 to 2005 and uncovers some general trends. In general, Mexican state government portals seem to be mainly informa- tion catalogs with some transactional capabilities. However, the observed portals show a pattern of transitioning to a more user-centered design and integrating more electronic services. In addition, Mexican state portals show an increasing concern for transparency and citizen participation.

Behind the Web site: An inside look at the production of Web-based textual government information

Abstract This paper describes an exploratory, multisite case study of the production of textual content for state agency Web sites. The qualitative field study explored internal agency Web staff characterizations of textual Web content and staff perceptions of factors affecting the production of content. Study results suggest that staff characterize content in terms of its format, its style age, its rate of change, its degree of change, its owner, and the degree to which it is sensitive. Staff described nine factors affecting content production including information intensity, public education mission, public inquiry burden, top-down directives, existing maintenance burden, review and approval process, resources, management interest and goals, and support from other program staff. A better understanding of how internal agency staff perceive and treat content is important because staff play a large role in determining what content is produced and what characteristics the content contains. The inclusion or exclusion of certain characteristics in content has important implications for information usability, costs, citizen participation in agency policymaking, government transparency, and public trust in government. Building the Virtual State: Information Technology and Institutional Change

Abstract The benefits of using technology to remake government seem almost infinite. The promise of such programs as user-friendly “virtual agencies” and portals where citizens can access all sections of government from a single website has excited international attention. The potential of a digital state cannot be realized, however, unless the rigid structures of the contemporary bureaucratic state change along with the times. Building the Virtual State explains how the American public sector must evolve and adapt to exploit the possibilities of digital governance fully and fairly. The book finds that many issues involved in integrating technology and government have not been adequately debated or even recognized. Drawing from a rich collection of case studies, the book argues that the real challenges lie not in achieving the technical capability of creating a government on the web, but rather in overcoming the entrenched organizational and political divisions within the state. Questions such as who pays for new government websites, which agencies will maintain the sites, and who will ensure that the privacy of citizens is respected reveal the extraordinary obstacles that confront efforts to create a virtual state. These political and structural battles will influence not only how the American state will be remade in the Information Age, but also who will be the winners and losers in a digital society.

Abstract After a self-assured John F. Kennedy bested a visibly shaky Richard Nixon in their famous 1960 debates, political television, it was said, would henceforth determine elections. Today, many claim the Internet will be the latest medium to revolutionize electoral politics. Candidates invest heavily in web and email campaigns to reach prospective voters, as well as to communicate with journalists, potential donors, and political activists. Do these efforts influence voters, expand democracy, increase the coverage of political issues, or mobilize a shrinking and apathetic electorate? Campaigning Online answers these questions by looking at how candidates present themselves online and how voters respond to their efforts-including whether voters learn from candidates’ websites and whether voters’ views are affected by what they see. Although the Internet will not lead to a revolution in democracy, it will, Bimber and Davis argue, have consequences: reinforcing messages, mobilizing activists, and strengthening partisans’ views. Reporting on a wealth of new data drawn from national and state-wide surveys, laboratory experiments, interviews with campaign staff, and analysis of web sites themselves, Campaigning Online draws the most complete picture of the role of campaign websites in American elections to date.

Debating Civil Society: On the Fear for Civic Decline and Hope for the Internet

Abstract At the start of the third millennium social scien- tists’ preoccupation with the weakening of Gemeinschaftis – particularly in western postmodern societies – again at its peak. Waning social capital is believed to have undermined community, as reflected in widespread feelings of social mistrust, in citizens turning away from prime institutions and political authorities, and even engaging less in informal interactions. This diagnosis of civil society as advanced by especially American scholars would be a very serious account of our present times, if the debate and research in this field were not impaired by a set of equally serious theor- etical and methodological problems. This article addresses a number of these basic problems. The main issue is the lack of sensitivity in civil society studies to new, alternative and innovative forms of solidarity, connectedness and civic and political engagement, particularly those facilitated by the Internet. It is time to thoroughly define today’s forms of civil society made by contemporary people with contemporary means, in a contemporary world. This article aims to reframe the civil society research agenda.

Democracy in decline: can Internet voting save the electoral process

Abstract In the 2000 United States Presidential election, a lack of preparation among electoral administrators, the widespread use of outdated and inadequate voting technology, poorly developed procedural rules, and a lack of uniform standards all combined to send the once infallible American democracy into a state of emergency.1 The world watched as Florida officials drifted from crisis to crisis in the days following the election. The world was still watching when several state and federal lawsuits failed to resolve the dilemma or determine the presidency. Finally, the Supreme Court ended the fiasco with a pragmatic, yet much criticized decision.2 Not only did the 2000 U.S. Presidential election embarrass the nation in front of the watching world, it also served to infuriate and further alienate many Americans from the electoral process.

Abstract IDRC is an organization that is in constant search for excellence and innovation. Excellence and innovation in applied research aimed at improving the lives of those that are less resourced and in most need. It is under this broad framework and with those goals in mind that in November 2004, IDRC through one of its initiatives (the Institute for Connectivity in the Americas – ICA – www.icamericas.net) convened in Montevideo a group of top social scientists from Latin America and the Caribbean to revisit and critically assess the challenges and opportunities posed by the rise of the information econ- omy and society in the region. The event was the first step in Latin America and the Caribbean (LAC) to respond to the recommendations of an IDRC Forum that brought information and communi- cation technologies (ICT) leaders from around the world to Harvard University in September of 2003. The Harvard Forum identified ICT policy and regulation as one of the key bottlenecks in addressing the inequalities associated with the digital divide. The underlying principle of the initiative that ensued was that policy and regula- tory design in this sector requires policy makers to pay attention to the needs of marginalized and low income communities (pro-poor) without loosing sight of the fact that competition and market forces are in most cases a powerful tool to bring down prices and increase access to services (pro-market).

Disponibilidad y uso de tecnologías de información en los hogares en México

Abstract PRESENTACIÓN A partir del 2001, el Instituto Nacional de Estadística, Geografía e Informática (INEGI) genera regularmente información estadística sobre la disponibilidad y el uso de las Tecnologías de Información y Comunicaciones (TIC) en los hogares del país por medio de la Encuesta sobre Disponibilidad y Uso de Tecnología de Información (ENDUTIH), específicamente dedicada al tema. Este producto tiene como propósito dar continuidad al esfuerzo anterior (Disponibilidad y Uso de Tecnologías de la Información en los Hogares en México) emprendido por el INEGI en esta materia. La metodología utilizada está basada en un muestreo probabilístico que permite alcanzar una representatividad nacional. Los detalles metodológicos de la encuesta ya han sido descritos en otro documento1 por lo que en esta ocasión se comentan centralmente los resultados preliminares del levantamiento realizado en el mes de junio del 2005. Cabe mencionar que el diseño del cuestionario atiende recomendaciones internacionales para la medición de la sociedad de la información, específicamente la cobertura de los indicadores básicos tal como finalmente quedaron plasmados en la Cumbre Mundial sobre la Sociedad de la Información2 celebrada en enero del 2005 en Ginebra, Suiza. El Instituto cumple así su cometido de generar y difundir la información estadística y geográfica de interés nacional que permita satisfacer las necesidades de los diversos sectores de la sociedad, entre las que se ha identificado plenamente la de contar con información relacionada con el acceso y aprovechamiento de las modernas TIC en los diferentes sectores de la sociedad.

E-Government in Latin American Cities: An Assessment of Selected City Web Sites

Abstract This chapter examines e-government practices in Latin American cities. Empha- sis is placed on five areas: privacy and security, usability, content, services, and citizen participation. In Digital Governance in Municipalities Worldwide, Holzer and Kim (2004) evaluated e-government in the largest municipality in each of 100 countries. Included in this study were the largest cities in 15 Latin American countries. This chapter focuses on these 15 cities, highlighting those that received the highest overall index score. In addition, five cities with above-average scores in the five e-government component areas are assessed. Abstract After six years of challenges and learning pushing forward the e-Government agenda in Mexico, the Presidential succession brought an opportunity for assessing the current progress, recognizing the main unsolved problems, and planning the vision for the future of e-Government in Mexico. This case provides a rich description of the e-Mexico system, including its main objectives and goals, governance structures, IT infrastructure, collaboration processes, main results, and cur- rent challenges. Some background information about Mexico is also provided at the beginning of the case. Playing the role of a consultant working for the new Mexican CIO, the reader is asked to evaluate the current situation and help in the design of a work plan, including a proposal for organizing the ICT function, the main strategic objectives, and some specific lines of action for the next six years.

Abstract Abstract Electronic government encompasses all government roles and activities, shaped by information and communications technologies (ICTs). Going well beyond analogies to e-commerce, it encompasses the four domains of governance and public administration: the state’s economic and social programs; its relationships with the citizen and the rule of law (e-democracy), its internal operations and its relationship with the international environment. E-government builds on three evolving forces: technology, management concepts and government itself. It has given rise to several phenomena that are redefining the public sector environ- ment, including the International Institute of Administrative Sciences. Four aspects of e-government have lasting impacts on public administration: citizen-centered service, information as a public resource, new skills and working relationships, and accountability and management models. The challenges of e-government are even more acute in developing countries, although it also offers solutions. Public administration in all countries requires new thinking and leadership to ensure that e-government realizes its full potential.

Enacting State Websites: A Mixed Method Study Exploring E-Government Success in Multi-Organizational Settings

Abstract E-government is increasingly been used for government administrative reform. In fact, spending in e-government initiatives continues to rise and, among these projects, Internet-based applications are increasingly important. Using a nested research design, this study explores the complex relationships among the relative success of state websites and certain organizational, institutional, and contextual factors1. Based on a PLS analysis involving all 50 states and two rich case studies, this paper identifies several generalizable relationships and case-specific differences. For instance, organizational factors such as size of the IT organization, budget structure, IT training, in-house development, outsourcing, and marketing strategy were found to significantly affect the functionality of state websites. However, some of these factors play different roles in different contexts, their relevance is affected by state-specific environmental conditions, and the reasons why they are important also differ from setting to setting.

Abstract Is e-democracy already a reality or still wishful thinking?. Has the internet brought about new forms of participation and political activity, or is it merely a toy for the small community of the technology-prone? Are there any examples of a sensible use of these new forms of communication bridging the divide between citizen and state? The Bertelsmann Foundation commissioned US-American internet expert Phil Noble to conduct an international research study, in which he (together with Andy Brack) systematised the field of electronically supported democracy and described a first set of examples of e-democracy put into practice. This study served as background material for the Bertelsmann Foundation’s ‘Balanced E-Government’ project, providing new ideas for a reinforcement of transparency and participation in a civil society on its way to digitisation. The research was conducted from mid-2001 to the end of the year.

Abstract We present a critical appraisal of the impact of the Internet (and related information technologies) upon processes of democratization and de-democratization in contemporary society. We review accounts of `the information revolution’ as these have become polarized into mutually exclusive rhetorics of future cosmopolitan or citadellian e-topias. We question the Manichean assumptions common to both rhetorics: particularly the fetishism of information technology as an intrinsically democratizing or de-democratizing force on societies. In opposition to this new technological fetishism we focus upon (1) Internet historicity; (2) the human/machine nexus; (3) Internet policing and appropriation presenting a different story of the Net, emphasizing contingent, indeterminate and negotiable characteristics of sociotechnical systems, preparing for a more radical critique of existing theories of `global technological citizenship’. Refiguring `culture’ as technopoiesis, we argue that an alternative approach to global civil society minimally presupposes a cultural sociology of the Internet: approaching information technologies as the product of specific sociocultural practices and as historical sites of ethico-political transformation and reflexive self-figuration.

Abstract There is rapid growth in the development and launching of new public e-services to citizens. In doing this, government agencies base their work on national and international programs for e-government development. Many such programs include a stage model for public e-services. Many such models comprise stages of 1) information, 2) interaction, 3) transaction and 4) interaction. The wide spread use of such stage models (e-ladders) give rise to several questions. Are the categories of a stage model well chosen? Do e-services evolve through such a series of stages? Is there a real advancement between the different stages? Should one always strive for higher stages? Are higher stages inherently better than lower stages? Is a stage model a proper yardstick for evaluation and benchmarking? The paper pursues a critical examination of such stage models (called e-ladder). A conceptual analysis of stage models is performed based on a socio-pragmatic foundation. Empirical examples are given that show weaknesses in the assumptions and conceptualisations of stage models. An alternative model - the e-diamond - is presented consisting of three polarities (informative vs performative; standardized vs individualized; separate vs coordinated).

Abstract Este trabajo intenta avanzar en la elaboración de políticas públicas a partir del análisis empírico de la dinámica de inclusión/exclusión digital en los sectores más pobres de la población, teniendo como base una amplia investigación cuantitativa y cualitativa en los barrios de bajos ingresos del municipio de Rio de Janeiro. La encuesta fue realizada en dos etapas, en el segundo semestre de 2003 en Rio de Janeiro. Cada una de estas etapas contó con 1.510 entrevistas, representando un universo de cerca de un millón doscientos mil individuos. La investigación fue complementada por la realización de reuniones con ocho grupos motivacionales con muestras de las diferentes grupos de edad y de género.

Abstract Los estados han reconocido los cambios que produce la sociedad de la información implementando reformas y programas de modernización que incorporan TIC en su gestión buscando resolver las nuevas necesidades de los ciudadanos y empresas. Sin embargo, distintos puntos de partida, volúmenes de inversión, investigación e involucramiento de los distintos actores hacen que los avances y el nivel de desarrollo del gobierno electrónico en los distintos países sea muy diferente. Este libro nace de la necesidad de definir conceptos en el ámbito del gobierno electrónico adecuados a la realidad nacional y latinoamericana. Para este fin se presenta un marco conceptual basado en actores y dimensiones. Los actores son los roles destacados que participan en el gobierno electrónico: ciudadanos, empresas y gobierno. Las dimensiones son la infraestructura y la infoestructura. El texto se estructura en torno a cuatro capítulos. El primero define lo que es gobierno electrónico en el contexto de la sociedad de la información y de los beneficios que éste entrega a los distintos actores. El segundo capítulo describe algunas experiencias en gobierno electrónico. El tercer capítulo presenta la interacción entre los actores y las dimensiones. El cuarto capítulo presenta desafíos futuros del gobierno electrónico. Se presentan también anexos, apéndices, un glosario, una lista de sitios web chilenos y la bibliografía correspondiente.

Abstract Las nuevas tecnologías de la información han sido parte esencial de los recientes cambios dramáticos en la economía y la sociedad. Todos estos cambios han acentuado la separación (brecha) de los sectores sociales de bajos ingresos con respecto de aquéllos con mayores ingresos y con posibilidades y opciones de acceso a la información. Sólo un bajo porcentaje de la población mundial ha sido beneficiado de las bondades de la tecnología y sólo unos cuantos son los que tienen acceso a toda la gama de servicios que ésta ofrece. Esta condición es conocida como la brecha digital. El acceso a la información y al conocimiento se ha convertido en una herramienta importante para que los países y grupos sociales evolucionen a mejores niveles de desarrollo. Dicho lo anterior, la brecha digital necesita ser medida no sólo en términos del número de teléfonos, número de computadoras y sitios de internet, sino también en términos de opciones, facilidades y costos adecuados para el acceso a la red y a programas de capacitación y educación que permitan optimizar el uso de la infraestructura instalada. Estos programas deben apoyar a la población en la aplicación del conocimiento adquirido a las necesidades locales que tiendan a mejorar la calidad de vida en su propio contexto y entorno cultural y social

Editor Martin manages to pack a ton of information into a compact and readable text. Clear chapter and section divisions and a commonsense writing style make it a pleasure to use. The first 2 of 19 chapters provide context for the chapters that follow. Chapter 1, “Access to Local Government Information,” introduces access barriers, freedom of information, privacy laws, and alternate sources of information. Chapter 2, “Forms of Local Government Structure,” explains municipal, county, and regional governments. Subsequent chapters cover the use of archives, general indexes, and administrative sources and explain in detail how to find local information about health, crime, transportation, education, small business, and much more. Chapter 11, “Finding Information on Crime and Criminals,” is typical as to arrangement, layout, and design. Directly under the chapter title is a handy list sof major topics and major resources covered in the chapter. Following this list is a concise introduction to the subject of crime and individual sections on each of the topics and resources listed at the beginning of the chapter. Throughout the volume, all sources are clearly cited and easily identifiable within the text. A reference guide that is both informative and pleasurable to read is a rare bird, especially when the subject is on the dry side. Researchers using Local and Regional Government Information will be happy to find that it is one of those rare birds. It is also a steal at $65. Abstract Digital government is a complex organizational and social phenomenon. It involves technical, organizational, and policy elements, as well as their complex and recursive interactions. Multi-method approaches have been shown as capable of presenting more comprehensive explanations of complex situations. This paper argues that multi-method approaches are valuable alternatives for e- government research. Two case studies involving multi-method approaches to e-government research are presented to illustrate advantages and challenges in both large-scale and small-scale projects.1 The paper highlights some lessons learned from the two projects and suggests strategies to obtain the benefits and overcome some of the implementation challenges in doing multi-method digital government research.

Abstract Este trabajo trata sobre la utilización de las tecnologías de la información y comunicación como herramientas para el fortalecimiento de los vínculos entre los gobiernos y la sociedad civil en los regímenes de democracia representativa. Su objetivo es explorar las formas que han tomado estas iniciativas a nivel mundial y los potenciales beneficios de su aplicación en América Latina. En la medida en que es imposible hablar de participación electónica sin plantear primero los motivos que hacen de la participación ciudadana una prioridad en la agendas latinoamericanas, este trabajo aborda en primera instancia los beneficios de la participación en la construcción de estrategias inclusivas de gobierno y desarrollo.

El Observatorio para la Sociedad de la Información en Latinoamérica y el Caribe tiene por principal objetivo el desarrollo de un trabajo de centralización y armonización de datos que permitan conocer el estado de la sociedad de la información en la región. Entre sus propósitos figura, además, la prestación de apoyo a los institutos nacionales de estadística en la recopilación de indicadores sobre tecnologías de la información y la comunicación (TIC) y la metodología que les sirve de base. OSILAC fomenta la instalación de una plataforma internacional de estadísticas sobre dichas tecnologías, con los siguientes fines: i) Recolectar datos, indicadores, metodologías e información cualitativa sobre TIC provenientes de toda la región; ii) Normalizar y armonizar estadísticas sobre TIC recopiladas a nivel subregional, nacional y local. iii) Incrementar y mejorar la cantidad y la calidad de los datos sobre TIC recopilados en la región y coordinar las metodologías empleadas.

It includes numerous examples of current practice from 12 OECD member countries (Australia, Canada, Czech Republic, Finland, Germany, Italy, Mexico, Netherlands, New Zealand, Slovak Republic, Sweden, UK) as well as the European Commission. It does not deal with online service delivery nor with ICT applications to elections (e.g. e-voting) although some of the issues discussed here, such as providing information online, may be relevant for both. Finally, the book suggests 10 guiding principles for successful online consultation and identifies five key challenges for online citizen engagement in policy-making

Abstract The center does not hold. The rise of customizable media has mainstream thinkers, used to a near-monopoly on attention, running scared. Legal scholar Cass R. Sunstein makes the case for a more robust information diet from a slightly left of center point of view in Republic.com. Building on the ideas of the Technorealist movement, Sunstein focuses on the increasing volume of extremist voices as people choose to read or listen to only those points of view they already share. Though it seems that he occasionally overstates his case–it seems unlikely that we’ll ever really be able to filter every unwanted or unexpected opinion–he does score some solid blows against the current, more or less laissez faire system. His prose is clear and accessible–exactly the kind of reasoned discourse he values and wants to preserve. His proposed program of government-sponsored and mandated public media spaces probably won’t rouse many readers to wholehearted endorsement, but the suggestion that we have problems brewing ought to be enough to spur further thought. Since everyone from the American Nazi Party to the Zapatistas has found a stronger voice via the Internet, it’s little wonder that we’re starting to hear concerned prophets warning of a new Babel. Whether we can–or should–do anything beforehand is an open question; Republic.com makes a strong and pointed case against the status quo. –Rob Lightner –This text refers to an out of print or unavailable edition of this title.

One will find information on XML and writing for database-driven sites; creating FAQs, blogs and newsletters, and online r sum s; and becoming a web writer or editor. Although it does not break any new ground, Back to the User is a solid summary of current thought on the “user-centered” approach, covering both writing and design. It largely focuses on business sites, with additional information on e-commerce and branding. Both titles are appropriate for public libraries. Shaping Web Usability, while more academic, also addresses specific issues such as designing for older adults and handheld devices. Recommended for larger public and academic institutions. Abstract Este documento es un extracto del Resumen Ejecutivo del proyecto “Políticas Públicas para el uso adecuado de las tecnologías de la información y comunicación para impulsar la competitividad de México: una visión al 2020”, elaborado por la Asociación Mexicana de la Industria de Tecnologías de Información (AMITI), la Cámara Nacional de la Industria Electrónica, de Telecomunicaciones e Informática (CANIETI) y la Fundación México Digital (FMD), bajo el liderazgo del Instituto Mexicano para la Competitividad (IMCO) y con la colaboración del Centro de Investigación y Docencia Económicas (CIDE) y la empresa de investigación de mercados Select. Durante la realización de este estudio, amplios sectores de la industria, la academia, el gobierno y la sociedad civil fueron consultados para recabar información, obtener retroalimentación y buscar consensos suficientes para articular recomendaciones de políticas públicas que incrementen la competitividad del país, mediante la innovación, la adopción y el uso de las Tecnologías de Información y Comunicación (TIC).
